In the preparation and results of ‘2017 Pan American Kukkiwon Taekwondo Hanmadang’ (hereafter referred to as Pan-Am Hanmadang), some Taekwondo people are distrusting the organizers.

This event was announced that the government and Kukkiwon budget totaled more than 400 million won. On the other hand, according to the local instructors, the number of attendees was only 150 to 200 people. In such a situation, it is a terrible thing that the status of local Taekwondo and the pride of the instructors is collapsed at once.

Although the punishment continues steadily from some local Taekwondo people about the various suspicions of this Pan-Am Hanmadang event, so far Kukkiwon keep asking for the cooperation and only giving answer of the purpose of the event.

In particular, instructor Lee jae-hun,an officer of LA, sent a letter to Kukkiwon about the specifics fof the incident and received an immediate position from Kukkiwon.

After that, Kukkiwon immediately sent the fact to us, starting with the contents of “We apologize to Taekwondo people with the disturbed rumors.”

From the first day of the Pan-Am Hanmadang event, which attracted lots of attention, requests for cover this case from the local Taekwondo people rushed to the site.

Therefore, we sent a related questionnaire to Kukkiwon for a report based on the facts, and met with a senior officer to request for a cover. However, we only got the insincerity answer saying ‘not available yet, since the report of result has not arrived from the local. So let’s talk about it early next year.’ Also the related department said, ‘We will send you with the answer soon.’

In the meantime, in January, although we urged for the answer requests, they are still in silence.

At this time, as the media reaching the limit, we expect the role of the Ministry of Culture, Sports and Tourism, where they take in charge of supervise, administration and inspection of Kukkiwon.

Many Taekwondo people have reported complains to the Ministry of Culture, Sports and Tourism and there are only Two staffs who take in charge of Taekwondo.

Long back, in 2016, Taekwondo people from all around the world had indignant about Kukkiwon’s special Dan screening and they have requested for restraint to the Ministry of Culture and Sports, but the Ministry of Culture and Sports revealed that they don’t have any right for the matter, besides financial aid, so they could not take any action for the matter. However, since this is an event held with the financial support of the Ministry of Culture and Sports, public is saying that the role of supervise and administration is inevitable.

Meanwhile, the Kukkiwon 9Dan High Dan Association (chairman, Kim Jeong rok) announced a total resignation of Kukkiwon’s chairman Hong Sung Chon, director OH Hyun Deuk, the executive brance and whole directors in last August 19 through a statement which brought up Kukkiwon’s general problem.

11- What is the audience rating for on-site broadcasting?

12- What is the standard or the reason for the appointment of the chairperson?

13- Why did not you attend?

14- What is the expected effect of the competition?

(Taekwondo families all over the world! The majority of employees of the Korean government and Kukkiwon are making great efforts to develop Taekwondo. Just as there could be a problem anywhere, we hope developing Taekwondo.)

                            국기원, ‘2017 팬아메리카 국기원 태권도한마당’ 준비와 예산집행 의혹에 동면상태?

‘2017 팬아메리카 국기원 태권도한마당’(이하, 팬암 한마당)의 준비와 성과에 일부 태권도인들은 주최 측에 대한 불신을 증폭시키고 있다.

정부와 국기원 예산 총 4억원 이상을 집행한 행사로 알려졌다. 그에 비해 현지 사범들에 의하면 참석 규모가 고작 150명~200명이라 한다. 이런 상황이라면 현지 태권도의 위상과 사범들의 자긍심이 한번에 무너지는 참담한 일인 것이다.

이번 팬암 한마당 행사의 여러 의혹을 둘러싸고 일부 현지 태권도인들로부터 질타가 꾸준히 이어지고 있으나, 현재까지 국기원측은 대회 취지만을 내세우며 협조를 구하는 수준의 답변으로 버티고 있다.

특히 LA 이재헌 사범은 본지에 구체적인 의혹을 담은 기고문을 보내와 한마당 전부터 국기원측의 즉각적인 입장을 받기도 했다.

이후 국기원은 바로 “왜곡된 소문으로 태권도인 들에게 심려를 끼쳐 송구스럽다”는 내용을 시작으로 사실관계를 조목조목 실어 본지로 보내왔다.

이처럼 화제를 불러 모았던 팬암 한마당 대회 첫 날부터 현지 태권도인들로부터 취재요청이 본지로 쇄도했다.

이에 본지는 팩트를 바탕으로 한 보도를 위하여 국기원에 관련 질의서 공문을 발송하고 고위 관계자를 만나 취재를 요청했으나 ‘아직 현지에서 결과 보고서가 안 왔으니 내년 초에 얘기하자’ 관련 부서는 ‘조만간 답변서를 보내겠다’는 식의 불성실한 대답만을 받은 상태이다.

이어 본지는 해를 넘겨 지난 1월 중순에 재차 답변서 요구를 촉구한 상대이나 여전히 침묵이다.

이 시점에 한계에 도달한 언론으로서는 국기원의 관리, 감독, 감사의 권한을 갖고 있는 주무부처 문화체육관광부의 역할에 기대를 해본다.

많은 태권도인들이 문체부에 민원을 제기 한것으로 알려지고 있으며 태권도 전담직원은 두명이다.

돌이켜보면 지난 2016년 국기원의 특별 단 심사 시행에 전 세계 태권도인들이 공분을 갖고 이 시행에 대한 문체부에 제지 요청을 했으나 문체부는 재정 지원외 사안에 대해서는 권한이 없어 어떤 조취를 취할 수 없는 입장이라고 한 발 뒤로 물러섰지만 이번에는 문체부 재정 지원으로 시행된 행사인 만큼 관리 감독의 역할이 소홀해서는 안 된다는 여론이 만만찮다.

한편 국기원9단고단회(회장, 김정록)는 지난해 8월19일 성명서를 통해 국기원의 총체적인 문제를 제기하며 국기원의 홍성천 이사장, 오현득 원장, 집행부, 전체이사 등의 총 사퇴를 발표한 바 있다.
