‘World Academy of Taekwondo Culture’ Inaugurated in Ceremony in Daejeon, Korea
Dr. Oh No-kyun, President of International Martial Arts Olympiad, Serves as 1st President of World’s 1st Private Taekwondo Culture Center
The World Academy of Taekwondo Culture was officially opened in a ceremony in Daejeon, Korea on October 17, 2020.
The so-called world’s first private taekwondo culture academy is headed by Dr. Oh No-kyun, president of the International Martial Arts Olympiad (IMAO).
To commemorate the opening of the taekwondo academy or center, there was a book publication ceremony titled “Half a Century of Oh No-Kyun’s Taekwondo” at the Seongcheon Culture Center in Daejeon.

The event drew over 120 people from across the country. Among the dignitaries were Dr. Oh Do-seok, president of the Seongcheon Culture Center, ranking officials from taekwondo organizations, including World Taekwondo and the Kukkiwon, and taekwondo masters. A dozen of senior taekwondo instructors, who were dispatch to Vietnam in the 1960s as taekwondo instructors, were also invited to the event.
The opening ceremony started with a Nanta performance, followed by entrance of dignitaries, congratulatory remarks and a taekwondo demonstration.
In a congratulatory speech, Dr. Oh Do-seok said, “Amid a prolonged COVID-19 pandemic, the World Academy of Taekwondo Culture can serve as an important pillar to bring about a ‘renaissance of taekwondo’ together with taekwondo masters at home and abroad.”
Dr. Oh No-kyun said in his speech that “the academy will pursue a new taekwondo combining Korean culture and tradition in a very innovative, revolutionary manner. The academy will be a learning and healing place in which taekwondo people will gather and exchange ideas.” “I would like to take this opportunity to express my heart-felt appreciation to Dr. Oh Do-seok for his determination to allow me to use his Seongcheon Culture Center as the headquarters of the World Academy of Taekwondo Culture with no condition attached.”

The World Academy of Taekwondo Culture was established to help find a breakthrough in taekwondo in the age the 4th industrial revolution, with future-oriented taekwondo businesses and martial art philosophy. The academy will be operated as both a global taekwondo academy and a culture center, giving visitors a deep inspiration through high-level self-development linking humanities and various international management cases.
Especially for taekwondo masters and practitioner from abroad, the academy will serve as a healing center, while it will be a motivation-generating power plant for Korean taekwondo instructors dispatching abroad.
Dr. Oh No-kyun said he will try to help the academy revive the World Taekwondo Culture Festival, while hosting an annual International Martial Arts Olympiad event, which will be a good meeting place among world youths.
Based on his experience, he also said the academy will play a great role in taekwondo exchanges with North Korean taekwondo organizations.
The academy will offer health taekwondo classes for adults only, while pushing ahead with taekwondo scholarship programs for single-parent students and multicultural family children.
Dr. Oh played a great role in disseminating taekwondo by helping establish a sport diplomacy department at Chungcheong University in 1998, while organizing taekwondo demonstrations in about 60 countries. In 1998, he started the World Taekwondo Culture Festival at Chungcheong University, the first of its kind. In 2019, Dr. Oh launched the International Martial Arts Olympiad.
국제무예올림피아드(IMAO)와 연계된, 세계 최초의 태권도문화원이 대전에 건립되었다.
지난 17일 지하 1층 지상 3층의 다목적 시설을 갖춘 세계태권도문화원(이사장 오도석, 원장 오노균 이하 태권도문화원)을 개원하고 그 기념으로 한,영판 ‘오노균 태권도 반세기’의 출판 기념식을 열었다.
2시 개회식에는 국기원, WT와 각급 기관장, 단체장, 전국의 태권도사범 등 120여명이 참석하여 큰 성황을 이루었다.
개회식은 난타공연단의 축하공연을 시작으로 내빈이 입장하고 개회선언, 명재선 국회의원태권도연맹 이사장의 국회의장 유공자 표창, 출판기념영상, 오도석 이사장의 환영사, 각급 기관장, 단체장의 축사와 오노균 원장의 저자인사, 오현태권도시범단 축하시범, 기자회견 순으로 진행되었다.
오도석 창립 이사장은 환영사에서“난세에 영웅이 난다고 했습니다. 코로나19의 사태의 절박함에 사범님들의 온통 의지의 결집과 담대함으로 영감을 키우고, 통찰의 리더십으로 제2의 태권도부흥기를 만들어 가는데 우리 세계태권도문화원이 한 축을 담당 하겠습니다”고 말했다.
오노균 원장은 인사말에서“지금은 시대의 변곡점으로 태권도 역시 변화되어야 살아 남을 수 있기 때문에 태권도문화를 통한 창조의 혁명적 방향성을 설정하여 한국문화와 전통을 태권도를 통해 추구 해 나가겠습니다.”고 말했다. 또한 “제압술이 추가되고 무예도보통지의 맨손 무기술이 사범 보수교육 프로그램으로 제공될 것이고, 평생 배우고 익힌 태권도의 기쁨으로, 사범님들과 인문학으로 토론하고, 즐거운 마음으로 저의 인생 후반기를 태권도문화원에서 오도석 이사장님, 세계인들과 함께 호흡하면서 보람을 함께 나누고자 합니다”고 말했다.
태권도문화원은 4차 산업혁명을 맞아 미래를 향한 새로운 사업과 무도철학으로 돌파구를 찾고자 설립되었다. 인문학과 다양한 국제 경영 사례를 접목한 최고의 자기개발을 통해 깊은 영감을 주는 글로벌 태권도 아카데미 겸 문화센터로 운영된다.
특히 외국에서 태권도 종주국을 방문하시는 해외사범님과 수련생들에게는 마음의 고향이요 외갓집 같은 정을 나누는 힐링센터로, 세계에 파견되는 젊은 종주국 사범들에게는 동기부여의 발전소 역할을 담당한다.
또한, 태권도에 문화를 융합한 세계태권도문화축제 등을 복원하고 세계청소년들에 교류의 한마당이 될 국제태권도올림피아드를 연중 개최한다.
오원장의 첫 남북교류협력의 경험을 바탕으로 유관기관과 협력 체계를 구축하여 남북태권도교류의 중심 단체로 자리매김할 예정이다.
태권도전문방송을 구축하여 송출하고 다문화가족, 장애인, 한부모 자녀에게는 태권도 장학사업을 추진하며, 성인만을 위한 건강태권도교실을 개강할 예정이다.
이날 개원식에서는 원로 태권도인들의 예우차원에서 60년대 베트남에 파병되어 태권도를 보급한 고령의 파월태권도교관단 용사들이 참여하여 출판회의 의미를 더했다. ‘오노균 태권도 반세기’ 책은 한,영문으로 집필하였기에 지구촌 국기원 교류 협회와 210개국의 WT 가맹국 협회 그리고 해외교민회,국제사범 등에게 ‘태권도문화원 책보내기운동본부’의 후원으로 보내진다.
이번 태권도문화원 설립으로 태권도인들의 관심과 기대가 크다. 과거 오원장의 행적을 보면 남다른 창의력으로 태권도 발전에 많은 기여를 했다는 평가다.
오원장은 1998년 충청대에 스포츠외교학과를 직접 신설하여 태권도를 국제 교류의 매개로 하며, 학생들에게는 신지식 육성 및 학과 프로그램 혁신을 일깨어 주었다, 거기에 사절단을 구성하여 세계 60여 개국을 순회하며 태권도 시범을 보이며 태권도 홍보와 국위를 선양에 일조하였다. 이에 공로를 인정받아 대통령상을 수상한 바 있다.

전국 태권도 르네상스 시대가 시작되었다. 정부도 이 ‘세계태권도문화축제’를 10대 정부축제로 인정받은 바 있다.
2000년에는 세계 유일의 분단국을 태권도를 통해 통일의 물고를 트고자 백두산에서 최초의 남북태권도 공동시범을 치렀고, 남한 태권도인 최초로 북한을 공식 방문하여 남북간 태권도 교류의 선봉에 나선 바 있다.

2019년에는 국제무예올림피아드(IMAO)를 창립하여 태권도를 근간으로 세계 각국의 전통무예가 어울려 21세기 지구촌에 평화의 정신을 전파하고, 세계 곳곳에 소수민족들의 무예를 찾아 복원하고 인류의 전통무예의 가치를 알리기 위하며, 궁극적으로 수학 올림피아드, 과학 올림피아드와 같은 태권도 올림피아드도 신설한다는 포부로 창립했다.
