MIT & Harvard’s King of Yeop chagi(Side Kick), Dr. KWAAK YoungHoon ”! 

Dear Taekwondo instructors devoting themselves to Taekwondo in Korea and foreign countries. How have you been? Like the last month, I’d like to announce Taekwondo hero of February.

Taekwondo hero of February is the President Dr. KWAAK YoungHoon of World Civil Organization. He studied at MIT and Havard University in 1960s, organized Taekwondo club, and spread Taekwondo.
As a global civic activist, Kwaak is opening up the civilization in the global village.
President Kwaak was born in Hongseong, Chungcheongnam-do and he lived at Gyeonji-dong, Jongno-gu where Jogyesa Temple and Chongdogwan are located. 

He learned Taekwondo at ChongdoKwan and became a yudanja (black belt holder) with excellent Yeop chagi(Side Kick). 

When there were gang fights between students during high school days, President Kwaak gathered students who mastered in martial arts such as Taekwondo and led in stopping the fight.

President Kwaak moved to the United States in 1962 and studied with the

former UN Secretary General, Ban Ki-moon. They are still keeping a special and close relationship with each other until now.
President Kwaak is a proud Taekwondoin and he served as the 5th President of Korea Elementary School Taekwondo Federation.

He not only has profound knowledge in various fields including environment, politics, culture, physical education, and agriculture but also has excellent proficiency in English as a global leader.

In the eve of XI Asian Games Beijing, Kwaak met the premier,Yang Shangkun. After hearing about Deng Xiaoping’s Black Cat and White Cat Theory and East-First and West-Later Theory, Kwaak suggested on holding Olympics in Beijing and Expo in Shanghai and advancing to the west just like how characters from ‘Journey to the West’ took a journey to the west along the Silk Road.

Kwaak also met the Chinese President, Xi Jinping, and talked about re-interpreting the Silk Road as the main policy for the globalization. Seeing how Xi Jinping promoted it as the globalization policy of China, Kwaak gained a huge confidence.

Kwak constructed Peace City at DMZ and made the air view of World Peace Park for Cheorwon (iron triangle battlefield), Pyeonggang, Geumha, Geumgangsan Mountain, and Seoraksan Mountain!

Kwak is the one who made DMZ’s stonework wishing for the re-unification.

Kwaak is also a global urban planning expert and he tried to make Seoul as a city where people around the world and Korean economy could be in harmony together in the 21th century through 88 Olympics Plan.

As we think back on 88 Seoul Olympics, we get touched thinking about designation of Taekwondo as the demonstration sport for Olympics, Taekwondo demonstration at the opening ceremony, a boy who pushed a rolling metal hoop, and the songs such as ‘Hand in Hand’.

President Kwaak stood in the center of Seoul Olympics.

First, holding Seoul Olympics wasn’t easy.
When Korea was preparing for the Olympics, Korea underwent Korean Air Flight bombing and small and significant domestic situations. In response, foreign presses reported that Seoul isn’t not in the mood to host Olympics.
Furthermore, there were boycotts on 1980 Olympics in Moscow and 1984 Oympics in Los Angeles. A lot of countries didn’t participate in Olympics in group. As a result, there was a movement of boycotting 1988 Olympics in Seoul by communist countries.

At that time, President Kwaak organized “Seoul Assembly of Olympeace (SAO)” in 1987 and sent letter of appeal to influential figures around the world. This brought a huge sensation.
Kwaak informed 600 global leaders including President Reagan about how safe Seoul is, designed “Eternal Olympeace Flame”, and held a lighting ceremony at the Olympic Park.

Kwaak had his friend who was a diplomat of Europe to deliver his secret letter to Mikhail Sergeyevich Gorbachev of Soviet Union who claimed on open-door and reformation policies and asked for the participation in Seoul Olympics. When Mikhail Gorbachev visited Korea in 1987, he built a reception hall at Jangchungdan hill famous for Beotigogae mineral water at his own expense.

Although Mikhail Gorbachev didn’t participate in Seoul Olympics, the historical house is still preserved.

▲  © In 2014 9th Silk Road Mayors Forum held in Urumqi, Xinjiang, China, Kwak is giving an opening speech as a joint host. About 5,000 people including each country’s mayors, ministers, governmental officials, university professors, civil organization heads, and people related to UN and international organizations participated in the event 2014년 중국 신장성 우루무치(Urumqi)에서 개최된 제9회 WCO 실크로드 시장단 포럼(Silk Road Mayors Forum)에서 공동개최자로 개막연설을 하고 있다. 이 행사에는 각국 시장, 장관, 정부관료, 대학교수, 시민단체 대표, UN과 국제기구 관계자 등 약 5,000 여명이 참석하였다 (WTU)

Reviving the spirit of Silk Road is the spirit of Taekwondo.
Kwaak is the hidden patriot and global leader who led a civil movement to prevent boycott on Seoul Olympics by communist countries in 1987. 

▲  © In For the effective holding of 2017 12th WCO Silk Road Mayors Forum in Kabul, Afghanistan, Kwaak is talking with the president of Afghanistan. In the event, Kwaak managed to get special entry permission after the Afghanistan government sent the Ministry of Foreign Affairs of the certificate on personal security in advance. As soon as Kwak arrived at Kabul, the Afghanistan government made Kwaak put on a bulletproof jacket, ride on bulletproof car, guarded thoroughly from front and back with submachine guns, controlled road, and moved at full speed. The hotel where Kwaak stayed was also guarded from sky with helicopters 2017년 제12회 아프가니스탄 카불 WCO 실크로드 시장단 포럼(Silk Road Mayors Forum)의 효과적인 개최를 위하여 아슈라프 가니(Ashraf Ghani) 아프가니스탄 대통령과 면담하고 있다. 이 행사에서는 아프가니스탄 정부가 사전에 신변안전보장에 대한 확인서를 대한민국 외교부에 보내주고서야 겨우 특별입국허가를 받았고 카불에 도착하자마자 아프가니스탄 정부는 방탄복을 입히고, 방탄차에 탑승시킨 뒤 앞뒤에서 기관단총으로 삼엄하게 경호하며 도로를 통제하고 전속력으로 이동했다. 그리고 머문 호텔에는 헬리콥터의 공중경계도 이어졌다 (WTU)

Kwaak is the true Taekwondoin.

I also express my deep respect for Kwaak’s humanism on listening to stories about other Taekwondoins.

국내(國內)와 해외(海外)에서 태권도 지도에 헌신하고 계시는 사범님 여러분 안녕하셨습니까? 지난달에 이어 이달 2월의 태권도 영웅을 발표하겠습니다. 2월의 태권도 영웅은 1960년대 “MIT과 하버드대학에서 수학(受學)하고 태권도 클럽을 조직하여 보급한 세계시민기구(WCO) 곽영훈 총재입니다. 그는 세계적 시민운동가로 지구촌 문명 시대를 열어가고 있습니다.

곽 총재는 충남 홍성 출신으로 조계사와 청도관이 있는 종로구 견지동에서 살았습니다. 이때 청도관에서 태권도를 수련하여 유단자가 되었으며 옆차기가 일품이었습니다. 경기고등학교 학창 시절에는 동료들 간 왕왕 패싸움 등이 있을 때 태권도 등 무도 유단자들을 모아 패싸움을 막는데 앞장선 정의파 태권소년이었습니다. 곽 총재는 1962년 미국으로 건너가 반기문 전 유엔 사무총장과 동문수학했고, 이들 두 분은 현재까지 아주 막역한 특별한 인연을 맺고 지내고 있습니다.

그는 5대 한국 초등학교 태권도연맹 회장도 지낸 자랑스러운 태권도인입니다. 도시계획, 환경, 정치, 문화, 체육, 농촌 등 다양한 분야에서 해박한 지식을 갖추고 있을 뿐 아니라 영어에 능통한 글로벌 지도자이십니다.

북경아시안게임 전야제에서 양상쿤 중국 총리와 만나 덩샤오핑의 흑묘백묘(黑描白猫) 실용론과 선동후서(先東後西) 정책의 얘기를 듣고 광대한 중국 개발에 따른 선동(先東)개발은 북경에는 올림픽을, 상하이에는 엑스포를 유치(誘致)하고, 후서(後西) 개발에는 고대 실크로드를 따라 ‘서유기(西遊記)’처럼 서진하는 정책을 제안했다고 합니다. 또한 시진핑(Xj Jinping)국가 주석(主席)과도 만나 옛 실크로드(Silk Raid)에 대한 견해의 재해석으로 세계화의 중심 정책 되어야 한다는 취지로 이야기를 나누었는데, 나중에 중국의 세계화 정책으로 추진하시는 것을 보고 큰 자부심을 갖게 되었다고 말했습니다.

DMZ에 평화 시(市)를 건설하고, 철의 삼각지 철원과 평강 금화지역 그리고 금강산과 설악산에 세계평화공원의 조감도를 만든 분! DMZ에 통일 염원의 석조물을 세운 분이십니다.

곽 총재는 88서울올림픽 종합계획을 통해 21세기 서울을 세계 곳곳의 사람들과 한국경제가 어울리는 도시를 만들고자 했던 세계적 도시계획 전문가입니다. 우리는 88서울올림픽을 회상하면 태권도의 올림픽 시범종목 채택과 개막식에서의 일사불란한 태권도 시범, 굴렁쇠 굴리는 소년, ‘손에 손잡고’의 서울올림픽 노래 등을 떠올리며 지금도 감동에 빠져듭니다.

또 다른 88서울올림픽의 중심에 곽 총재가 있습니다.

먼저 88서울올림픽 개최가 순탄하지 못했다는 것입니다. 준비 과정에 KAL기 폭파사건·국내의 크고 작은 시국사건 등으로 서울의 분위기는 올림픽을 치를 수 없다고 외신은 부정적 이미지를 보도했습니다. 또한 1980년 모스크바 올림픽에 이어 1984년 LA 올림픽이 체제가 다른 국가의 집단 불참으로 반쪽 올림픽으로 진행된 탓에 88 서울올림픽도 공산권을 중심으로 보이콧을 할 것 같은 분위기였다고 합니다. 이때 곽 총재는 1987년 “서울 올림픽 평화위원회(SAO,Seoul Assembly of Olmpeace)”를 결성하여 세계의 영향력 있는 인사들에게 호소문을 보내 엄청난 반향(反響)을 일으켰습니다.

이때 레이건 미 대통령 등 600여 명의 세계지도자들에게 안전한 서울을 알리고 “영원히 커지지 않을 평화의 불틀(Eternal Oiympeace Flame)”을 직접 설계하여 올림픽공원에서 점화식을 했습니다. 이때 개방과 개혁 정책을 표방한 소련의 마하일 고르바초프(Mikhail Sergeyevich Gorbachev) 당 서기장에게 서울 올림픽에 참가해 달라는 비밀서신을 유럽 외교관 친구를 통해 보냈으며, 방한 시 그의 숙소로 사용하기 위해 1987년 버티고개의 약수로 유명한 장충단 구릉(丘陵)에 자비로 영빈관(迎賓館)을 지었습니다. 당시 고르바초프는 서울올림픽에 불참했지만 그 역사적인 주택은 지금도 고스란히 보존되어 있습니다.

곽 총재는 지구촌 문명이 더욱 정의로운 인류 화합의 길로 융성 되고 진화되길 소망합니다. 또한 세방화(Glocalization)와 같은 평화 지식을 옛 실크로드와 신(New) 글로벌 실크로드 도시들에 적용 시키기 위해 힘닿는 데까지 계속 노력해 나갈 것입니다.

실크로드 정신을 되살려라! 바로 그게 태권도 정신이다. 올림픽을 앞둔 1987년 공산 진영을 중심으로 일었던 서울 올림픽 보이콧 움직임을 시민운동으로 막아낸 숨은 애국자요 세계적인 지도자 곽영훈! 바로 진정한 태권도인 입니다. 넘버원(Number One)의 에너지로 세계 장애인 태권도와 실버 태권도(World Taekwondo Disabled & Senior Committee.Wtdsc.더불유티디에스시)와 글로벌 홍보를 통해 태권도의 위상 정립과 인재 양성을 위해 힘을 보태시겠다는 태권도 원로님은 진정한 태권도 영웅입니다. 그리고 후배들의 이야기를 경청하시는 휴머니즘(Humanism)에 경의를 표합니다.

오노균 태권도 TV 제40강에서는 태권도문화원(WATC)과 세계태권도연합뉴스(www.wtu.kr)가 공동으로 선정한 이달의 태권도영웅 “MIT·하버드대 출신 옆차기 왕 곽영훈"을 소개했습니다.
