On March 10 at 11 am at the World Taekwondo(WT) Headquarters office in Seoul, South Korea, Kukkiwon and the World Taekwondo (WT) signed the ‘Agreement for the Development of Global Taekwondo’ and agreed to strengthen their partnership. 

Officials from both organizations were in attendance. Both organizations have agreed to cooperate with each national association, including the Continental Federation and global Taekwondo leaders, regarding the principle of mutual trust as partners for the development of Taekwondo.

WT agreed to state in writing that Kukkiwon is the only organization that can issue Poom/Dan certificates and is now the institution for Taekwondo training and program development. Subsequently, all competitions hosted or approved by the WT will require participants to have a Kukkiwon poom or dan certificate to contribute from this point. The qualification requirements for players will be defined as ‘Kukkiwon poom and dan certificate holders’ and specified in the WT rules and regulations.

Additionally, Kukkiwon agreed to establish the 'Kukkiwon Global Committee(KGC)' and will include a president of the official national Taekwondo body or chairperson of the martial arts committee under the national organization as ex-official members of the KGC. The KGC will actively pursue the development of martial arts research programs, host academic Taekwondo symposiums, and manage matters related to Poom/Dan(Black Belt) promotion tests.

세계태권도연맹(WT)과 국기원은 3월 10일 WT 사무국 대회의실에서 ‘글로벌 태권도 발전을 위한 합의서’에 서명하고 상호 업무협력을 통해 전 세계 태권도 진흥과 발전을 함께 도모하기로 하였다.

조정원 WT 총재와 이동섭 국기원장이 서명한 이 합의서를 통해 국기원의 해외승단업무 및 기타 해외사업을 WT 국가협회와 긴밀한 협력 하에 추진하기로 하였고, 이를 위해 국가협회 내에 ‘무도 위원회’를 두어 보다 효율적인 관리와 행정이 이루어지도록 하고 개인 사범들과의 협력을 증진하도록 하였다.

또한 국기원 단증의 국제적 공신력을 높이기 위해 단증에 WT, 대륙연맹, 국가협회의 로고와 서명을 포함시키기로 하였고, 국기원은 WT 국가협회 대표들로 구성된 ‘국기원글로벌위원회’를 설립하여 무도 태권도연구, 태권도 학술회의, 승품ž단 심사교육 및 심사민원 등에 대해 논의하는 장을 만들기로 하였다.

앞으로 국기원 단증이 세계적으로 보다 공신력 있는 인증서로 자리매김할 수 있도록 WT는 산하 대륙연맹과 국가협회를 통해 지원하고, 태권도의 교육 및 연구 부분에서도 두 기관이 지속적인 정보교류와 협업을 통해 시너지를 창출해 내기로 하였다.

올해와 내년, 국기원과 WT가 차례로 창립 50주년을 맞는다. 새로운 50년을 여는 이 시점에 태권도의 글로벌화를 위해 매진해 온 두 기관이 상생을 도모하고 협력을 제도화함으로써 무도 태권도와 스포츠 태권도의 전통을 지속적으로 계승하고 발전시키며 전 세계 태권도인들에게 보다 편리하고 실제적인 서비스의 제공을 강화할 계획이다.
