– National Assembly hosts “Progress Report and Policy Forum on South–North Korea Taekwondo UNESCO Inscription”
Held at 4 p.m. on November 1 at the National Assembly Members’ Hall, Yeouido

A forum titled “Progress Report and Policy Discussion on the South–North Korea Taekwondo UNESCO Intangible Cultural Heritage Joint Inscription” was successfully held at 4 p.m. on November 1 at the National Assembly Members’ Hall in Yeouido, Seoul.
The event was hosted by Rep. Jeon Hyun-hee (Senior Vice Chair, Democratic Party of Korea) and organized by the KOREA Taekwondo UNESCO Promotion Committee, under the leadership of Chairman Choi Jae-chun. It was co-sponsored by the Ministry of Culture, Sports and Tourism, the Cultural Heritage Administration, Jeonbuk Special Self-Governing Province, the Taekwondo Promotion Foundation, the World Taekwondo Federation (WT), Korea Taekwondo Association and the Korea Para-Taekwondo Association, among other related institutions.
Approximately 300 participants, including Taekwondo organization leaders, cultural heritage scholars, and representatives from government and academia, gathered to show their strong support for the joint inscription initiative.
Distinguished attendees included Rep. Jeon Hyun-hee; Yoon Woong-seok, President of Kukkiwon; Lee Seung-wan, former Kukkiwon President; Kim Joong-hun, Chairman of the Taekwondo Promotion Foundation; Lee Eun-bok, Director-General at the Cultural Heritage Administration; Jung Soon-chun, Deputy Director of ITF Public Relations; Heo Song, Chairman of Kukkiwon 9th Dan Association; Baek Kwang-il, Chair of the Kukkiwon Technical Committee; and Choi Jae-chun, Head of the KOREA Taekwondo UNESCO Promotion Committee.
Session I: Opening Remarks and Reports
In her opening address, Rep. Jeon Hyun-hee stated,
“Taekwondo is a cultural bridge reconnecting our divided history and symbolizes the identity of the Korean people.
The UNESCO joint inscription is more than sports cooperation—it represents a symbolic message of reconciliation and partnership between South and North Korea.”
Lee Eun-bok, Director-General of the Cultural Heritage Administration, delivered remarks on behalf of Administrator Heo Min, emphasizing that
“The UNESCO inscription of Taekwondo reaffirms the values of peace and solidarity embodied in intangible heritage, and provides an opportunity to shape a shared vision for the future of Taekwondo.”
He also pledged full government support, stating that
“The Administration will work with the National Assembly and the private sector so that Taekwondo continues to shine as a symbol of peace and unity.”
Kim Joong-hun, Chairman of the Taekwondo Promotion Foundation, and Yoon Woong-seok, President of Kukkiwon, also delivered congratulatory remarks, affirming their strong commitment to supporting the joint inscription process.
During the progress report, Chairman Choi Jae-chun detailed ongoing initiatives such as WT–ITF technical exchanges, joint Taekwondo demonstrations, and inter-organizational cooperation between Kukkiwon and ITF, emphasizing that “South and North Korean Taekwondo share one root, and this truth must be clearly conveyed to the international community.”
Session II: Policy Discussion and Roadmap
The second session focused on practical measures for advancing the UNESCO joint inscription process.
Experts proposed the following key recommendations:
Establishment of a South–North Joint Working Committee
Preparation of a joint UNESCO nomination dossier
Regular joint Taekwondo demonstrations and technical exchange events
Creation of a rotating “Seoul–Pyongyang International Taekwondo Cultural Festival”
Panelists agreed that the value of the process lies not only in the inscription itself but also in the expansion of inter-Korean cultural exchange throughout the preparation stage.
Future Plans: Toward 2026–2027 Joint Inscription
Organizers announced plans to resume inter-agency consultations within the year, build a systematic data collection framework for the UNESCO nomination, and establish a long-term timeline targeting a 2026–2027 joint inscription.
The forum reaffirmed that South and North Korean Taekwondo originate from a shared cultural and historical foundation, highlighting its role as a symbol of peace, reconciliation, and cultural diplomacy.
Participants expressed optimism that the joint inscription would mark a historic milestone in reuniting the Korean people through culture.
Following the opening ceremony, the event featured performances by the Kukkiwon 9th Dan Demonstration Team, the Korea Silver Taekwondo Association Demonstration Team, and the Kyung Hee University Taekwondo Team, as well as a “UNESCO Taekwondo Wish Ceremony,” further underscoring the forum’s significance.
Finally, Chairman Choi Jae-chun formally appointed Rep. Jeon Hyun-hee as the Honorary Senior Chair of the KOREA Taekwondo UNESCO Promotion Committee in recognition of her continued support.

지난 11월 1일, 4시 여의도 국회 의원회관 대회의실에서 ‘남북태권도 유네스코인류무형문화유산 공동 등재 추진 경과보고 및 토론회’가 성황리에 개최됐다. 이번 행사는 최재춘 KOREA 태권도 유네스코 추진단장의 고군분투속 주도로 국회 전현희 의원실(더불어민주당 수석최고위원)이 주최하고, KOREA태권도유네스코추진단이 주관과 문화체육관광부, 국가유산청, 전북특별자치도, 태권도진흥재단, 세계태권도연맹, 대한장애인태권도협회 등 유관기관고 태권도 관련 주요 단체들이 공동 후원으로 마련했다. 행사에는 태권도 단체 관계자, 문화유산 전문가, 정부·학계 인사 등 약 300여 명이 참석하며 공동 등재에 대한 뜨거운 관심을 반영했다.
이날 토론회에는 전현희 의원, 윤웅석 국기원장, 이승완 전 국기원장, 김중헌 태권도진흥재단 이사장, 이은복 국가유산청 국장, 정순천 ITF 공보 부위원장, 태권도남북공동 등재 취진위 총괄 본부장, 허송 국기원 9단회장, 백광일 국기원 기술심의 의장, 최재춘 KOREA태권도유네스코추진 단장등 주요 관계자들이 대거 참석했다.
이날 1부에서 전현희 국회의원은 개회사에서 "태권도는 나뉘어진 역사를 다시 잇는 문화의 다리이자 한민족의 정체성을 상징한다"며, "유네스코 공동 등재는 단순한 체육 협력을 넘어 남북 간 화해와 협력의 상징적 메시지"가 될 것이라고 역설했다.
허민 국가유산청장은 이은복 국장이 대독한 축사를 통해 ”태권도의 유네스코 등재 추진이 무형유산을 통한 평화와 연대의 가치를 다시금 되새기고, 태권도의 미래 비전을 함께 모색하는 자리"임을 강조하며 "정부와 국회, 민간이 함께 협력하여 태권도가 평화와 화합의 상징으로 빛날 수 있도록 정책적 지원을 아끼지 않겠다"며 공동 등재에 대한 적극적인 의지를 표명했다.
이어 이어진 김중헌 이사장, 윤웅석 원장은 축사에서 ‘남북 태권도, 유네스코 등재 공동 본격 추진‘의 ”당위성과 의미를 강조하며 최대한 적극적인 지원을 하겠다“고 강력한 의지를 밝혔다.
최재춘 KOREA태권도유네스코추진단장은 경과보고에서는 그동안 진행된 WT·ITF 간 기술교류, 남북 합동 태권도 시범 공연, 국기원과 ITF 간 상호 방문 및 교류 논의 등 주요 추진 과정이 상세히 소개하며 남북 태권도가 '뿌리는 하나'라는 인식을 국제사회에 명확히 공유해야 한다고 설명했다.
이어 2부 진행된 토론 세션에서는 등재 추진을 위한 실무적 로드맵 마련에 집중적으로 의견이 모였다. 전문가들은 다음의 주요 제안 내용을 도출했다.
- 남북 태권도 공동 실무추진위원회 구성
- 공동 명의 유네스코 등재 신청서 작성
- 정기적 합동 시범·기술 교류 행사 개최
- 평양·서울 순환 개최 국제 태권도 문화제 추진
전문가들은 등재 그 자체보다 준비 과정에서의 교류 확대가 더 큰 가치를 지닌다는 점에 의견을 같이했다.
향후 계획: 2026~2027년 공동 등재 목표
행사 준비 관계자들은 남북 공동 등재 추진을 위해 향후 다음과 같은 계획을 추진할 것이라고 밝혔다. 연내 관련 단체 간 실무 협의 재개와
유네스코 등재 신청을 위한 자료 수집 체계화
2026~2027년 공동 등재를 목표로 한 장기 일정 계획 수립 등도 밝혔다.
이번 토론회는 남북 태권도가 같은 역사적 근원을 가진 한민족 무예라는 사실을 재확인하고, 이를 평화·문화 외교 자산으로 확장시키는 방향성을 제시했다는 점에서 중요한 의미를 가진다. 참석자들은 남북 태권도의 유네스코 공동 등재가 분단을 넘어 ‘문화로 하나 되는 한민족’의 상징적 전환점이 될 것이라 기대했다.
한편 부대 행사환영사와 축사 후에는 국기원 9단회 시범, (사)대한민국실버태권도협회 대표시범단과 경희대학교 태권도시범단의 퍼포먼스 및 태권도 유네스코 염원 세리머니가 진행되어 토론회의 의미를 더했다.
이어 최재춘 KOREA태권도유네스코추진단장은 전현희 의원에게 KOREA태권도유네스코추진단 수석명예단장으로 위촉했다.
