Kukkiwon President G.M Lee Dong-sup Concludes 4-Year Term

“Globalizing Practical Taekwondo and Establishing 155 Overseas Branches — A New Path for Taekwondo”

“President Lee, thank you for your dedicated service to Kukkiwon over the past four years.”

From 2021 to 2025, Lee Dong-sup has led Kukkiwon, the global headquarters of Taekwondo. As he completes his official four-year term on October 2, he reflects on his achievements, the challenges ahead, and the future direction of Taekwondo.

 

1. You’re completing your four-year term as Kukkiwon President today. How do you feel?

President Lee Dong-sup:
I feel truly happy and proud today. When I first took office, I made several promises to Taekwondo practitioners and the public — and I can confidently say that most of them have been fulfilled.

Among the most meaningful achievements is the establishment of Kukkiwon branch offices in 155 countries worldwide. When I began, not a single branch existed.

We also promoted Practical Taekwondo, Practical Self-Defense, and Practical Poomsae, strengthening the identity of Taekwondo as a martial art. These initiatives received strong positive responses in many countries.

So as I conclude my term, I do so with deep satisfaction and joy.

 

2. What achievements are you most proud of during your tenure?

 

President Lee:
There are two major accomplishments I’d like to highlight.

First, the improvement of Kukkiwon’s facilities and environment.
When I arrived, the building resembled a neglected warehouse. Many areas had been left untouched for over 50 years, some even looking like haunted houses.

I met personally with Seoul Mayor Oh Se-hoon, Gangnam District Chief Cho Sung-myung, and other officials to secure over 10 billion KRW in funding for comprehensive renovations.
From air-conditioning and landscaping to the side-kick monument, national flag display, commemorative tower, escalators, and expanded walkways — we transformed Kukkiwon into a facility worthy of its global stature.

Second, we elevated Kukkiwon’s international reputation through active diplomacy.
I awarded honorary Kukkiwon Dan certificates to global leaders, including former U.S. President Donald Trump and members of the U.S. Congress.
These efforts greatly enhanced Kukkiwon’s global recognition and credibility.

 

3. Despite progress, what structural challenges remain within Kukkiwon, and how should they be addressed?

 

President Lee:
Two key reforms are essential for Kukkiwon’s future growth.

First, the Board-centered system must change.
I was the first directly elected President of Kukkiwon, chosen by 2,600 Taekwondo practitioners from 214 countries — a true “Taekwondo President.”
Yet, the current structure still limits the President’s authority through the Board. This must evolve.

The Articles of Incorporation should be revised to allow the President to concurrently serve as Chairman of the Board, creating a balanced but President-led governance model that generates synergy.

Second, Kukkiwon must gain independence from government control.
Currently, it operates almost like a government-affiliated body, restricting policy and budget autonomy.
Kukkiwon must become a fully independent foundation to achieve global competitiveness.

For example, in China, Kukkiwon’s link to the Korean government actually builds trust in its certificates — but in the long term, our credibility should come from excellence, not government ties.

 

4. What direction should Kukkiwon and the global Taekwondo community pursue going forward?

 

President Lee:

In one phrase: the globalization of Practical Taekwondo.

 

When I visited Morocco, a master told me that many students were switching to kickboxing because Taekwondo lacked real-life applicability.

Even the U.S. police chief told me, “We don’t train in Taekwondo — we use Jiu-Jitsu.”

 

That’s why we must reform Taekwondo with a focus on practical sparring, self-defense, and poomsae.

The future lies in a more realistic, skill-based Taekwondo that reflects modern needs.

 

5. Do you have any advice for the incoming President?

 

President Lee:

I sincerely hope the next President, Yoon Woong-seok, can lead Kukkiwon without disruption.

Unfortunately, there are always factions that try to shake the leadership for their own interests.

 

The Taekwondo community must unite in support of the President, not undermine him.

Only then can Kukkiwon stay on the right path.

For my part, I will fully support and assist the incoming President in his work.

 

6. What are your personal plans after retirement?

 

President Lee:

I’ve fulfilled almost all my campaign promises — except one: relocating Kukkiwon.

 

The current headquarters was built in 1970, over 53 years ago.

At that time, Taekwondo had over 10 million practitioners, but the world has changed.

We now need a “Smart Kukkiwon” for the AI era.

 

I believe the current building should be preserved as a cultural heritage site, while a second Kukkiwon should be constructed elsewhere — possibly in Yongin City.

I plan to dedicate my post-retirement efforts to this new Kukkiwon project.

 

7. Finally, what message would you like to share with Taekwondo practitioners and the public around the world?

 

President Lee:

Dear Taekwondo family and supporters,

 

Thanks to your encouragement, we’ve achieved great progress over the past four years —

establishing 155 branches abroad, promoting Practical Taekwondo, and elevating Kukkiwon’s global reputation.

Now, it’s time for all Taekwondo practitioners to unite under new leadership.

Until Kukkiwon stands proudly as a respected global martial arts institution, I will continue to serve and support.

2021년부터 2025년까지 국기원을 이끈 이동섭 국기원장은

10월 7일, 4년간의 공식 임기를 마치고 퇴임을 앞두고 있다.

세계태권도연합뉴스(WTU)는 국기원 원장실에서 이동섭 원장을 만나

 

지난 성과와 남은 과제, 태권도의 미래에 대한 생각을 직접 들어보았다.

이동섭 국기원장은 2021년부터 4년간 국기원을 이끌며 ▲전 세계 155개국에 국기원 지부 설립 ▲실전 태권도·실전 호신술·실전 품새 보급 ▲국기원 시설 환경 개선 및 국제 외교활동 강화 등의 성과를 거두었다고 밝혔다.

 

그는 “국기원이 세계 속의 무도기관으로 성장하기 위해선 △이사회 중심 구조 개편 △정부로부터의 독립이 필요하다”며, 앞으로도 실전 태권도의 세계화를 위해 노력하겠다고 말했다.

 

퇴임 후에는 AI 시대에 걸맞은 ‘제2 국기원’ 건립 사업에 전념할 계획이며, “모든 태권도인이 새 원장과 함께 하나로 뭉쳐야 한다”고 당부했다.

“그동안 국기원 발전을 위해 정말 노고가 많으셨습니다.”

■ 1. 오늘로 4년 임기를 마치셨습니다. 지금 소회가 어떠신가요?

 

이동섭 원장:

오늘로 국기원장 4년 임기를 마무리했습니다.

지금 정말 행복합니다.

왜냐하면 제가 취임 당시 국민과 태권도인 여러분께 약속드렸던 일들을

거의 대부분 해냈다고 자신 있게 말씀드릴 수 있기 때문입니다.

그중에서도 가장 보람 있는 일은,

해외 155개국에 국기원 지부 사무소를 확정한 것입니다.

제가 원장으로 취임했을 때는 단 한 곳도 없었습니다.

또, 실전 태권도, 실전 호신술, 실전 품새를 전 세계에 보급하며

무도 태권도의 정체성을 강화하는 데 주력했고,

많은 국가들에서 큰 호응을 얻었습니다.

그래서 저는 지금 정말 보람차고 기쁜 마음으로 퇴임을 준비하고 있습니다.

 

■ 2. 재임 기간 동안 가장 기억에 남는 성과는 무엇입니까?

 

이동섭 원장:

두 가지를 말씀드리고 싶습니다.

첫째는 국기원의 환경 개선입니다.

제가 처음 왔을 때, 국기원은 마치 물류창고 같았습니다.

50년 넘게 방치되어 낙후된 공간도 많았고,

심지어 귀곡산장처럼 흉물스러운 건물도 있었습니다.

이 문제를 해결하기 위해

서울시장 오세훈 시장님, 조성명 강남구청장님 등 관계자들을 직접 만나 설득했고,

그 결과 100억 원 이상의 예산을 확보해 시설 전반을 정비했습니다.

에어컨부터 시작해 조경, 옆차기 동상, 만국기, 기념탑, 에스컬레이터, 인도 확장까지

국기원의 위상에 걸맞는 환경을 만들 수 있었습니다.

둘째는 국기원의 국제적 위상을 강화한 외교 활동입니다.

미국의 도널드 트럼프 전 대통령을 비롯해

수많은 국가 원수들과 미국 연방 하원의원들에게

국기원 명예단증을 수여하며 국기원을 전 세계에 널리 알렸습니다.

이런 활동은 국기원의 신뢰도와 위상을 한층 높이는 계기가 되었다고 생각합니다.

 

■ 3. 국기원 원장직 수행의 한계 속에서 여전히 남아 있는 ‘적폐’의 핵심 요인은 무엇이며, 이를 해결하기 위한 과제는 무엇이라고 보십니까?

 

이동섭 원장:

국기원이 더 큰 도약을 하려면 반드시 바뀌어야 할 두 가지가 있습니다.

첫 번째는 이사회 중심 구조입니다.

저는 세계 214개국, 2,600명이 직접 투표에 참여한

초대 직선제 국기원장입니다.

말 그대로 태권도 대통령입니다.

그럼에도 불구하고 이사회가 원장의 인사권과 권한을 제약하는 구조는

지속 가능하지 않습니다.

직선 원장이 이사장을 겸직할 수 있도록 정관을 개정해야 합니다.

행정은 원장이, 의결은 이사회가 책임지되

원장 중심의 조직으로 가야만 시너지 효과가 발생합니다.

두 번째는 정부 종속 상태입니다.

현재 국기원은 정부 산하 기관처럼 되어 있어

정책이나 예산 집행의 자율성이 떨어집니다.

국기원을 재단법인화해서 독립성과 자율성을 확보해야

세계적인 무도 기관으로 성장할 수 있습니다.

예를 들어, 중국에서는 국기원이 대한민국 정부 소속이기 때문에

단증을 신뢰하고 신청하는 경우도 있습니다.

이제는 정부 틀을 벗어나 실력으로 신뢰받는 기관이 되어야 합니다.

 

■ 4. 앞으로 국기원과 태권도계가 나아가야 할 방향은 무엇이라고 보십니까?

 

이동섭 원장:

한 마디로 말하면, 실전 태권도의 세계화입니다.

제가 얼마 전 모로코를 방문했는데,

태권도장을 운영하는 지도자가 “이제는 태권도를 떠나 킥복싱을 선택한 수련생이 많다”고 하더군요.

실전성이 없기 때문입니다.

미국 경찰청장에게도 “태권도는 하지 않는다. 주짓수를 한다”고 들었습니다.

이유는 역시 실전성이 부족해서입니다.

그래서 저는 실전 겨루기, 실전 호신술, 실전 품새를 중심으로

태권도를 전면 개편하고, 그 내용을 전 세계에 전파해야 한다고 봅니다.

실전 통제 능력을 중심으로 한 신상품 태권도, 그것이 미래입니다.

 

■ 5. 차기 원장님에게 전하고 싶은 당부의 말씀이 있으시다면?

 

이동섭 원장:

윤웅석 차기 원장님이 흔들림 없이 임기를 수행할 수 있도록

태권도계 전체가 힘을 실어줘야 합니다.

항상 원장을 흔드는 세력들이 존재합니다.

그들은 어떤 목적의식 없이 자신의 이권을 위해 움직입니다.

이런 세력에 흔들려서는 안 됩니다.

반대로 원장을 뒷받침해주는 세력들이 많아야

국기원이 올바른 길로 나아갈 수 있습니다.

저 역시 후임 원장을 전폭적으로 지지하고 돕겠다는 말씀을 드립니다.

 

■ 6. 퇴임 이후 준비 중인 계획이나 활동하고 싶으신 것을 소개해 주시죠.

 

이동섭 원장:

제가 공약했던 대부분은 다 지켰습니다.

하지만 한 가지 이루지 못한 것이 있습니다.

바로 국기원 이전입니다.

지금의 국기원은 1970년에 세워졌고, 벌써 53년이 되었습니다.

그 당시에는 태권도 인구가 천만 명이었고, 지금은 시대가 너무 달라졌습니다.

AI 시대에 걸맞은 스마트 국기원이 필요합니다.

지금 국기원은 문화재로 잘 보존하되,

제2 국기원을 새로 건립해야 한다고 생각합니다.

그래서 저는 용인시 등과 협력해 제2 국기원 건립 사업에 적극 나설 계획입니다.

 

■ 7. 끝으로 전세계 태권도인들과 국민께 전하고 싶은 메시지를 부탁드립니다.

 

이동섭 원장:

존경하고 사랑하는 태권도 가족 여러분, 그리고 국민 여러분,

여러분의 지지 덕분에 지난 4년 동안 많은 일을 해낼 수 있었습니다.

155개국에 지부사무소를 확정했고,

실전 태권도 보급과 외교 활동을 통해

국기원의 위상을 전 세계에 알렸습니다.

이제는 새로운 원장을 중심으로 모든 태권도인이 하나로 뭉쳐야 할 때입니다.

국기원이 세계에서 인정받고, 존경받는 무도 기관으로 우뚝 서는 날까지

저도 함께하겠습니다.
